This is GGZC. Since 2023, Google has made significant moves. In the past, most virtual payment cards could be successfully opened and registered for Google developers. Since we need Google play developer accounts for a long time, we will register from time to time. The virtual card that has been used to register a gp account normally before suddenly prompted: Unable to complete the transaction, prepaid card payment is not accepted [OR_CCR_61]; or prompted: Unable to complete your transaction. Then we chose to use a physical card to register and pay $25. Just after the payment was successful, the system prompted us to verify the payment.

We found the physical bank card statement according to the prompts and found the 6-digit temporary code given by Google, as shown below.

After providing the code, the card has been successfully verified.
