Strikes may be removed if the app has been successfully unsuspended. You can file an appeal to initiate this process.
Additionally, there is a strike removal program designed for eligible developers that can help remove strikes; however, it is not yet available to all developers: https://support.google.com/googleplay/android-developer/answer/12186827
